The Technical Commission has three fundamental responsibilities:
Universal Definition and Classification
Essentially the ability of the HVA to defend historic vehicles and draft supportive positions and legislation rests upon a very fundamental premise—we must be able to identify what is and what is not a historic vehicle. Is it a 25, 30 or 40 year old threshold? Are restored and modified vehicles included? Does usage matter? What about condition? Are there other characteristics to be considered in this determination?
The HVA is working with a team of industry experts to determine a universally accepted definition and classification scheme for historic vehicles that will form the boundaries around which we will craft language for protections and exemptions.
Historic Vehicle Registry
Closely associated with the ability to define and classify historic vehicles is the ability to identify and profile those vehicles still in use and track their existence into the future. There is no club or organization and no cooperative network of governmental agencies that knows how many and what make, model and years of historic vehicles are still in operation.
A critical part of our efforts to keep Yesterday’s Vehicles on Tomorrow’s Roads is to build the capability to catalogue all historic vehicles in use so that we may quantify the size, scope and impact of the historic vehicle movement. We are building a historic vehicle registry open to all vehicle owners.
FIVA Identity Card Issuance
Entering a historic vehicle in a premier concours, rally or tour rewards participants with an alluring mix of driving, travel and socializing. Some of the world’s leading events require eligible vehicles to possess a FIVA Identity Card and meet certain classification standards to be admitted. The cards provide a simple guide to a vehicle’s history, authenticity and specification and are issued after a review of documentation and a physical inspection of the vehicle.
The Historic Vehicle Association has the exclusive authority within the US and Canada to process applications, conduct inspections and issue FIVA Identity Cards. To complete a FIVA Identity Card application click here.
